THE GALACTIC TREATY

Accord on the Division, Extraction, and Peaceful Use of the Kamen Deposit

Ratified 2850 — one hundred years after the Kamen asteroid was caught in orbit

Preamble

The United Peoples of Earth and the Gray Alliance, hereinafter “the Parties,”

Recognizing that the asteroid Kamen, in orbit between the Earth and its Moon since 2750, holds the largest known deposit of Nickel-Iron meta-material in existence;

Acknowledging that a century of conflict over this deposit has set our civilizations against one another, at a cost in lives neither Party will record here;

Desiring a lasting peace, and accepting that neither Party will ever surrender its claim, nor tolerate the other’s dominion;

Have agreed as follows:

Article I — Definitions

“NiFe” designates Nickel-Iron meta-material in any state — raw ore, refined product, or derivative compound. “The Deposit” designates all NiFe within Kamen. “Declared shaft” designates any excavation registered with the Joint Registry under Article IX. “Cycle” designates one full lunar orbit.

Article II — Territorial Division

Kamen is divided into three permanent zones: Zone 1 — Kamen City, sovereign territory of Earth including the dome and all subsurface works; Zone 2 — The Gray Expanse, sovereign territory of the Gray Alliance; Zone 3 — The Nexus Zone, sovereign to neither Party and forever neutral.

Article III — Movement and Access

Article IV — Extraction Limits

Each Party may extract no more than 400 tons of refined-equivalent NiFe per cycle from declared shafts within its own territory. Extraction beyond quota or from undeclared excavations constitutes a material breach.

Article V — Off-World Transport

Article VI — Stockpile Ceilings

Neither Party may possess more than 1,000 tons of NiFe on Kamen. Surplus is transferred to the Joint Reserve in Zone 3 under shared custody.

Article VIII — Permitted Uses

Earth: Kamen City’s dome, oxygen seal, gravity grid, Anchor and ExoLung manufacture, civil fleets, planetary infrastructure. Gray Alliance: propulsion systems, industrial fabrication, colony sustainment, and production facilities within Zone 2.

Article IX — Verification

Both Parties maintain registries of shafts, yields, manifests, and stockpiles. Mixed inspection convoys audit declared sites. Obstruction or discovery of undeclared excavation constitutes a material breach.

This Treaty is perpetual. Amendments require unanimous consent. No mechanism for withdrawal exists.
